EXPERIENCE AND SKILLS REQUIRED – listed in order of importance

 

Consultant must have:

 

 

Experience working with relational database solutions including one (1) or more of the following: Oracle, Postgres, SQL*Server, and/or another mainstream relational database skill;

 

A minimum two (2) years of experience using Oracle Data Integrator (ODI);

 

A minimum five (5) years of experience as a Java/J2EE web services developer;

 

Ability to communicate succinctly and accurately in English;

 

A minimum two (2) years of experience using web development languages such as HTML, JavaScript, and JSP;

 

Ability to analyze and follow written specifications for completing and unit testing program code;

 

Ability to take ownership of, and be responsible for, full application design, development and unit test;

 

Ability to work both independently and in a team environment;

 

A professional behavior and work ethic.


 

Ability to provide weekly task and project status information;

 

Ability to perceive missing, incomplete or incorrect system content;

 

Effective verbal and written communication skills;

 

A minimum two (2) years of experience using Eclipse and/or JDeveloper, or similar product;

 

A minimum two (2) years of experience using one (1) or more of the following Application Servers: Weblogic, JBoss, Websphere, Glassfish and/or Tomcat;

 

A minimum two (2) years of experience using a source code repository and/or code management tool for maintaining component and artifact versioning;

 

Ability to follow instructions and requirements regarding program code enhancement and modification;

 

A minimum two (2) years of large-scale IT project experience;

 

A minimum two (2) years of experience using MS Office Suite;

 

Effective system documentation and related writing skills;

 

Ability to communicate design and task issues to technical and non-technical staff;

 

Experience with one (1) or more of the following project methodologies including:  prototyping, RAD, RUP, Agile, Scrum, waterfall, or Lean;

 

Knowledge of IT project best practices;

 

Ability to document and annotate program code and code design with appropriate comments;

 

Ability to lead and direct other programming/project staff and work directly with end-users in defining and verifying application functionality;

 

General project management skills including the ability to:

 

Define scope of work;

Adhere to required quality standards;

Provide work definition; and

Identify and communicate with impacted functional organizations and key stakeholders

 

PROJECT OVERVIEW

 

The Department of Employment, Training and Rehabilitation (DETR) is currently working on a project (SAWS) to transition their 17 year old Employment Services system from in-house to a 3rd-party COTS application hosted in the cloud.  The Employment Service programs offer job placement and training opportunities that assist businesses in meeting their employment needs and job seekers in returning to work through the State's workforce investment system.

 

Essential State work for the project is being completed via State employees augmented with MSA resources.  State project tasks include data conversion, reporting and system interfacing.  MSA resources will assist the State in completing code development, preparation of system documentation, and preparation of test case scenarios, and implementation project tasks that are assigned to State resources.

 


 

SCOPE OF WORK

 

Consultant must perform all activities to the agreed upon project plan/schedule.  Work must be completed according to the specifications and standards set by the State.  DETR has several projects underway at the same time and as a result the consultant may be interchanged between each project as needed.

 

Assist DETR in analyzing and implementing project requirements and other project content;

 

Assist DETR in implementing federally mandated and State required interfaces and system enhancements;

 

Design and develop data extract programs for converting legacy data into new applications and databases;

 

Identify and document system requirements;

 

Design, code and test program code;

 

Prepare documentation for developed code;

 

Prepare and document system testing and user training materials;

 

Help identify, analyze, develop and verify required technical content and materials for system documentation, project work products, and deliverables;

 

Provide task status information including tasks completed, issues, barriers, upcoming tasks, etc.

 

Log time into time tracking tool;

 

Collaborate with other programming, analysis and project management staff;

 

Attend and assist in documenting information from collaboration sessions between users, technicians, vendors and project management; and

 

Assist project managers and team members as directed.

 

DELIVERABLES

 

Consultant must provide the following based on the agreed upon project plan/schedule;

 

Validate program code and associated documentation;

 

Document and verified system documentation;

 

Design, develop, test program code for specific solutions;

 

Document and verified training materials and content;

 

Document and verified system flows and procedures;

 

Document status and time reporting information;

 

Other written project documents and content as assigned;

 

Identify and evaluate alternative approaches for system solutions; and


 

Bi-weekly status reports to include, but not be limited to:

 

Overall completion status of the project in terms of the approved project plan and schedule;

 

Problems that were encountered and proposed/actual resolutions;

 

Issues that need to be addressed;

 

Accomplishments during the period; and

 

Activities to be accomplished during the next reporting period
