Requirements

1.1 A Bachelor's degree in Business Administration or Computer Science or equivalent experience in managing large concurrent projects in related field;

1.2 Have a minimum of six (6) years' experience in managing complex, concurrent, large scale multi-year projects;

1.3 Demonstrated successful implementation of complex concurrent projects encompassing business and technology environments across multiple divisions and departments;

2. EXPERIENCE AND SKILLS DESIRED

2.1 DMV background and familiar with State business and processes.

2.2 Experience in working in a state government environment.

2.3 Strong project management background familiar with State end-to-end system development lifecycle, including but not limited to: requirements gathering, platform development, systems testing, migration, implementation, post-implementation support, Project Management Office (PMO) documentation, and State mandates (Regulations and Statutes).

2.4 Demonstrated ability in business impact analysis, business continuity, and risk assessment/proactive mitigation.

2.5 Ability to define concurrent project plans and meet milestone deliverables strategic timelines.

2.6 PMP certification from the Project Management Institute.

2.7 Experience in large complex system conversions.

2.8 Experience in Application Lifecycle Management (ALM) tools such as JIRA, Confluence, BitBucket, TFS, etc.

2.9 Knowledge of document management software (such as SharePoint).

2.10 Experience in project budgeting.

2.11 Experience in Oracle implementations.

2.12 Experience with DMV functions such as Motor Carrier IFTA, Vehicle Programs, Driver's License, etc.

Responsibilities:
The resource will be responsible for installing and upgrading the current OIM version (PS1) to the new OIM version(PS3).The resource will also be working on migrating the current connectors in OIM to the upgraded environment.
The resource will also be responsible for working with application teams to gather requirements and provide solutions to integrate new applications into OIM.

Normal Day:
•   Works with business process owners and subject-matter experts to elicit requirements for new OIM solutions. Documents and evaluates alternative development approaches and techniques.
•   Designs and implements solutions using a combination of coding, scripting, integration, and platform customization.
•   Participates in the execution of software development lifecycle processes (deployment, testing, debugging, and maintenance) in use in the development organization, and helps to align them with lifecycle processes used in other, more traditional code based development environments.
•   Collaborates with developers, users, and outside stakeholders to build solutions in a team environment.
•   Monitors OIM systems for performance and reliability.?
•   Installs application enhancements and upgrades that will improve the reliability, performance and capabilities of the application.
•   Performs troubleshooting and resolves system issues.? Develops solutions to routine technical problems of limited scope.
•   Assists users with the use of the OIM systems.

Mandatory Technical / Functional Skills:
•   5 to 7 years of experience in Identity and access management area with below
•   Proficient in Consulting & Implementation experience in Oracle Identity & Access Management using Oracle Identity Manager (OIM) 11gR1PS2 and PS3.
•   Experience in OIM Environment Setup (installation, configuration, deployment, upgrade and patching)
•   Strong experience in developing connectors, approval workflows, and custom event handlers, custom scheduled tasks and reconciliation.
•   Strong experience in Customization of ADF UI and SOA workflows.
•   Strong Experience in using OIM API and SPML web services.
•   Experience with different Oracle Identity Manager Connector (OIMC): Microsoft Active Directory Connector, Exchange Connector, Database Application Table Connector, and ICF Web Service.
•   Hands-on development and configuration of Oracle Identity Manager, including but not limited to catalog request forms, connectors, UI customizations

· Relies on experience and judgment to plan and accomplish goals. A significant degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment

· Self-directed and independent. Responsible for the coordination and completion of projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Prepares reports for upper management regarding status of project.

· Creates a structure and organization for the management of a complex environment with emphasis on quality, productivity, and consistency. Directs corrective actions in any area where performance falls below objectives.
