Duration : 16 Months(1560hrs. – PART TIME as work is needed)

Job Description

 

The Software Architect Senior is responsible for designing, developing, and implementing application infrastructure to provide highly complex, reliable, and scalable applications and systems to meet the organization's objectives and requirements. Senior Architects are familiar with a variety of the application technologies, environments, concepts, methodologies, practices, and procedures and rely on experience and judgment to plan and accomplish goals. Software Architect Seniors can perform a variety of complicated tasks with minimal or no direct supervision. They have proven experience defining systems and application architecture and provide vision, problem anticipation, and problem solving ability to organization.

 

The Software Architect Senior is responsible for in-depth analysis, design, build, test, deployment, and support of software solutions. Software architects are integral to the execution of maintenance (including production support), enhancement, and development operations. Software architects possess an exceptional range of skills and a deep-rooted working knowledge of current technologies. They can use knowledge of theory, principles, and technology of a wide range of disciplines and technologies to produce effective and efficient applications.

 

The Department currently employs an application that manages processes and data related to child protection, foster care, and adoption. The application is written in Natural for Windows. The associated database was migrated from mainframe to SQL Server, but still utilizes some mainframe conventions. The Department is rewriting the application in .Net and optimizing the database to power the rewritten application, simplify reporting, and facilitate future development and reporting requirements. The initial rewrite of the current application constitutes a re-platforming effort, rather than an enhancement venture.

Personnel contracted to provide services for this engagement will be required to provide a background check prior to commencing project work.  The position(s) outlined is anticipated to be part-time only. Hours expected per week will vary based on deliverables and schedule.

 

 

Agency Expected Deliverables

Experience: Ten plus years of experience

Education: Four-year college degree or equivalent study and experience in the area of computer science

 

Description of skills and knowledge include:

This is a professional level position which requires skills and knowledge in the following areas:

  • Manages, organizes, and administers systems analysis and preparation of applications and operating systems programming to process data and solve problems by use of computers
  • Establishes priorities and schedules, and oversees and reviews work of systems analysis personnel and programming personnel
  • Assists in the development of standards, procedures, and operating systems applications
  • Works with stakeholders and management to ensure projects are completed on time and according to organization standards
  • Consults with management to clarify systems and programs requirements, identify problems, suggest changes, and determine extent of application systems changes required
  • Compiles documentation of program development and subsequent revisions
  • May supervise other contractors
  • Experience necessary to select the proper development tools and methodologies specifically fit to produce an application that best meets business needs
  • Advance data design principles and practices
  • Consulting with appropriate personnel to resolve project, application, and data issues
  • Excellent written and verbal skills to effectively communicate while developing new business processes and software solutions, as directed by business and technical stakeholders
  • Performing code reviews and product demos
  • Utilization of exceptional modeling, design, and coding skills
  • Analyzing and designing enhancements, software solutions, and required fixes to software applications
  • Designing applications to be functional employing technical programming standards
  • Interpreting user requirements into design specifications
  • Developing system specifications
  • Determining reasonably accurate time estimates and schedules for project tasks
  • Disciplined and structured testing of software applications and enhancements
  • Advising stakeholders on alternate methods for solving needs and issues, and recommending clear and specific solutions
  • Creation of content for operational documentation to be provide to Technical Writers
  • Prescribing and utilizing configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application
  • Working within an Agile development environment
  • Provide documentation according to agency standards
  • A complete understanding of application and data security design and implementation

 

 

Specific Skills Required (Programming languages, databases, operating systems, etc.)

 

To support the Application Development Web/Client development requirements, this resource will be 100% dedicated to providing support for Windows and browser based application needs for DHW businesses.

Scope of required skills includes, but is not limited to:

  • Code reviews, data design, development tools selection, analysis, application design, programming, testing, and training
  • Expertise in ASP.Net C# coding standards and associated design principles
  • Intimate knowledge of other available and applicable technologies
  • Extensive experience designing and developing applications with current versions of MVC
  • Ability to decipher and write complex SQL and C# code
  • Data design and data migration
  • Expert-level skills utilizing .Net coding standards and deployment practices to produce and productionize exceptional software products
  • Expertise working in a collaborative team environment with tight timelines
  • Exceptional HTML and Java Scripting skills
  • In-depth knowledge of frontend data validation techniques
  • Superior application and data security expertise, including ADFS, Open Authentication, WSO2, RBAC, etc.

 

Expected Deliverables:

  • Re-platforming the current DHW application from Natural for Windows to .Net
  • Creation, support, and enhancement of the re-platformed application
  • Comprehensive product testing execution
  • Production-ready code that meets established project standards and provides the functionality requested by the product owner and project managers
  • Application security design and implementation
  • Systems interface design, build, test, and release to production as project requirements dictate

 

 

Highly qualified candidates will possess (not required):

  • Experience with Natural for Windows
  • Working knowledge of a modern Vital Records and Health Statistics system
  • Working knowledge of a modern SACWIS/CCWIS system for Child Protection, Adoption, Foster Care Licensing, Interstate Compact and Indian Child Welfare
  • Experience working with government agencies
  • .Net MVC
  • Angular
