JOB Description
Consultant must have:
10.1 The capability to perform the functions described in Section 12, Scope of Work;
10.2 Experience working with relational database solutions including one (1) or more of the following: Oracle, Postgres, SQL*Server, and/or another mainstream relational database skill;
10.3 Minimum two (2) years of experience using Oracle Data Integrator (ODI);
10.4 Minimum five (5) years of experience as a Java/J2EE web services developer;
10.5 Ability to communicate succinctly and accurately in English;
10.6 Minimum two (2) years of experience using web development languages such as HTML, JavaScript, and JSP;
10.7 Ability to analyze and follow written specification for completing and unit testing program code;
10.8 Ability to have ownership of, and be responsible for, full application design, development and unit test;
10.9 Ability to work both independently and in a team environment;
10.10 A professional behavior and work ethic;
10.11 Ability to provide weekly task and project status information;
10.12 Ability to perceive missing, incomplete or incorrect system content;
10.13 Effective verbal and written communication skills, as well as effective system documentation and related writing skills;
10.14 Minimum two (2) years of experience using Eclipse and/or JDeveloper, or similar product;
10.15 Minimum two (2) years of experience using one (1) or more of the following Application Servers: Weblogic, JBoss, Websphere, Glassfish and/or Tomcat;
10.16 Minimum two (2) years of experience using a source code repository and/or code management tool for maintaining component and artifact versioning;
10.17 Ability to following instructions and requirements regarding program code enhancement and modification;
10.18 Minimum two (2) years of large-scale IT project experience;
10.19 Minimum two (2) years of experience using MS Office Suite;
10.20 Ability to communicate design and task issues to technical and non-technical staff;
10.21 Experience with one (1) or more of the following project methodologies including: prototyping, RAD, RUP, Agile, Scrum, waterfall, or Lean;
10.22 Knowledge of IT project best practices;
10.23 Ability to document and annotate program code and code design with appropriate comments;
10.24 Ability to lead and direct other programming/project staff and work directly with end-users in defining and verifying application functionality; and
10.25 General project management skills including the ability to:
10.25.1 Define scope of work;
10.25.2 Adhere to required quality standards;
10.25.3 Provide work definition; and
10.25.4 Identify and communicate with impacted functional organizations and key stakeholders
11. PROJECT OVERVIEW
DETR is currently working on a project (SAWS) to transition their 17 year old Employment Services system from in-house to a 3rd-party COTS application hosted in the cloud. The Employment Service programs offer job placement and training opportunities that assist businesses in meeting their employment needs and job seekers in returning to work through the State's workforce investment system.
Essential State work for the project is being completed via State employees augmented with MSA consultant resources. State project tasks include data conversion, reporting and system interfacing. MSA resources will assist the State in completing code development, preparation of system documentation, preparation of test case scenarios, and implementation project tasks that are assigned to State resources.
