Consultant must have:

 

A Bachelor's Degree in Business Administration, Computer Science, or equivalent experience in managing large projects in related field;

 

A minimum of 10 years' experience in managing complex, concurrent, large scale multi-year projects;

 

Project Management Institute PMP certification;

 

Demonstrated successful implementation of complex concurrent projects encompassing business and technology environments across multiple divisions and departments;

 

Demonstrated record of project management success, both in results achieved and in use of professional management;

 

Security requirements knowledge of gathering, storing, and disseminating Personally Identifiable Information (PII) and Health Insurance Portability and Accountability (HIPAA) information;

 

Advance skills in Government financial management and budgeting;


 

Proficiency in facilitation, organization, and project management skills;

 

The ability to demonstrate leadership and apply strategies to ensure accountability from the project team, internal, and external stakeholders;

 

A proactive nature with proven ability to solve problems;

 

Demonstrated ability to drive organizational change, while taking full account of obstacles, opposition, and differing stakeholder priorities;

 

The ability to demonstrate attention to quality and accuracy;

 

Proven ability to work effectively and efficiently towards goals in a complex, diverse environment with multiple and changing demands;

Proficiency in Automated Lifecycle Management (ALM) tools (JIRA, Confluence, etc.);

 

Demonstrated experience in project methodologies such as PMI, Agile, etc.;

 

Experience in Systems Development Lifecycle (SDLC);

 

Experience in project financial forecasting; and

 

Demonstrated ability in business impact analysis, business continuity, and risk assessment/proactive mitigation.

 

EXPERIENCE AND SKILLS DESIRED – listed in order of importance

 

Strong project management background with familiarity with State end-to-end system development lifecycle, including but not limited to:  Platform development, systems testing, migration, implementation, post-implementation support, project management office documentation, and State mandates (Regulations and Statutes).

 

Ability to creatively define the project plans on concurrent projects and meeting milestone deliverables and strategic timelines.

 

Experienced in Oracle implementation.

 

Experienced in Infrastructure, Network, Security, and Application implementations.

 

Certified Scrum Master (CSM).

 

Working knowledge of National Institute of Standards and Technology (NIST) 800-122.

 

PROJECT OVERVIEW

 

The Nevada Department of Motor Vehicles (DMV) is implementing a System Modernization (SysMod) project to replace the existing and aging core COBOL mainframe application with an integrated and consolidated system; removing all disparate and manual systems.  SysMod will be implemented using an Oracle MOTS solution. 

 

SysMod will implement new project methodologies, new system tools, processes, with updates to policy and procedures.  The SysMod goal is to provide better customer centric services with enhanced security, business continuity plans, and an enhanced customer service experience.  The project is anticipated to take the next four (4) years to complete.  The project is currently in the High-Level Design phase.

 

The Project Manager – Level III (PM3) will  provide both management and other services for System Modernization.  The PM3 will be responsible for managing one of the SysMod teams, implementing multiple concurrent projects, guiding and managing multiple resources, business process analysts, project coordinators, subject matter experts, and vendor resources using DMV established project methodologies.  The PM3 will report to the Program Manager or their designee.  The PM3 will be responsible for ensuring the successful implementation of various concurrent projects assigned.  The implementation will be within the allocated budget, applicable DMV policies, and State and Federal laws.

 

SCOPE OF WORK

 

Consultant must perform all activities to the agreed upon project plan/schedule.  Work must be completed according to the specifications and standards set by the State.  The PM3 will:

 

Have primary responsibility for all aspects of managing one of the SysMod teams on concurrent projects as assigned including project initiation, planning, execution, monitor and control, and close out;

 

Provide all project management documentation as requested/required and maintain real-time concurrent project statuses at all times;

 

Prepare status reports, ad hoc reports, financial reports, funding forecasts, and presentations on a regular basis and on demand in accordance with appropriate business writing style consistent with Department guidelines;

 

Propose effective maneuvers in support of project objectives;

 

Remain consistent with DMV policies;

 

Assist Program Manager with additional Program Management Office duties;

 

Execute plans and processes with efficient completion of all facets of the project processes including implementation schedule management, resource assessment, etc.;

 


 

Ensure alignment with strategic and organization plan; and

 

Resolve conflicts and make timely decisions, involving the Program Manager, the Executive Committee and/or project sponsor when appropriate.

 

DELIVERABLES

 

Consultant must provide the following based on the agreed upon project plan/schedule.

 

In conjunction with the Program Manager and awarded vendor, develop and maintain the sub-project plans on a weekly basis;

 

Manage and schedule work based on project requirements, deliverables, and project resource availability;

 

Deliver sub-projects on time and on budget;

 

In conjunction with the Program Manager and Administrative Services Division, manage, maintain, and provide reports as requested on the project including monthly expenses, projections, variances, contractor performance credits, contractor service level agreement, etc.;

 

Identify, manage, and report all tasks, issues, action items, change control, and milestones as appropriate;

 

Assist in defining project management office documentation;

 

Participate in sub-project meetings to ensure sub-project deliverables are defined, developed, and milestones are met;

 

Work with additional project managers (peers) to share and allocate resources for the overall project benefit;

 

Manage vendor service level agreements;

 

Assist Program Manager in preparation of biannual reports and testimony to the Interim Finance Committee on the overall project status; and

 

Perform other duties as assigned by the Director, Deputy Director (or their designee), Project Sponsor, or the Program Manager.

 

Bi-weekly status reports to include, but not be limited to:

 

Overall completion status of the project in terms of the approved project plan and schedule;

 

Problems that were encountered and proposed/actual resolutions;

 

Issues that need to be addressed;

 

Accomplishments during the period; and
