Location: Carson City, Nevada
Duration :6 Months

Start Date- ASAP
End Date- June 30, 2017 - there is a possibility of yearly extensions depending on budget, project staffing needs, and consultant performance.

Job Description

 

Requirements

1.1          A Bachelor's degree in Business Administration or Computer Science or equivalent experience in managing large concurrent projects in related field;

1.2          Have a minimum of six (6) years' experience in managing complex, concurrent, large scale multi-year projects;

1.3          Demonstrated successful implementation of complex concurrent projects encompassing business and technology environments across multiple divisions and departments;

1.4          Demonstrated record of project management success, both in results achieved and in project implementations;

1.5          Knowledge of security requirements for gathering, storing, and disseminating Personally Identifiable Information (PII) and Health Insurance Portability and Accountability (HIPAA) information;

1.6          Proficiency in facilitation, organization, and project management skills;

1.7          Experience in system interfaces to internal and external stakeholders;

1.8          The ability to demonstrate leadership and apply strategies to ensure accountability from the project team, vendor team, and internal/external stakeholders;

1.9          The ability to work well in a high-demand, multi-team, and multi-project environment;

1.10        A proactive nature with proven ability to solve problems;

1.11        Demonstrated ability to drive organizational change while taking full account of obstacles, opposition, and differing stakeholder priorities;

1.12        Demonstrated attention to quality and accuracy in all project deliverables;

1.13        Proven ability to work effectively and efficiently towards goals in complex, diverse environments with multiple and changing demands;

1.14        High proficiency with advanced features of Microsoft Office Suite (Word, PowerPoint, Excel, Access, Outlook, Publisher, etc.) and Adobe Acrobat;

1.15        Proficiency in project management software (MS Project);

1.16        Proficiency in graphics software (MS Visio);

1.17        Proven experience in effective leadership with vendors, staff, management, stakeholders, etc.;

1.18        Proven experience in vendor management;

1.19        Excellent customer service, interpersonal, and communication skills (verbal and written);

1.20        Demonstrated record of project management monitoring, reporting, and action plans;

1.21        Demonstrated experience in executing management decisions that accomplish strategic objectives;

1.22        Proven experience in cross-cultural awareness, leadership, communication, influence, negotiation, and conflict resolution skills;

1.23        Confidence in speaking at public meetings; and

1.24        Experience in project financial forecasting.

 

2.         EXPERIENCE AND SKILLS DESIRED

 

2.1          DMV background and familiar with State business and processes.

2.2          Experience in working in a state government environment.

2.3          Strong project management background familiar with State end-to-end system development lifecycle, including but not limited to:  requirements gathering, platform development, systems testing, migration, implementation, post-implementation support, Project Management Office (PMO) documentation, and State mandates (Regulations and Statutes).

2.4          Demonstrated ability in business impact analysis, business continuity, and risk assessment/proactive mitigation.

2.5          Ability to define concurrent project plans and meet milestone deliverables strategic timelines.

2.6          PMP certification from the Project Management Institute.

2.7          Experience in large complex system conversions.

2.8          Experience in Application Lifecycle Management (ALM) tools such as JIRA, Confluence, BitBucket, TFS, etc.

2.9          Knowledge of document management software (such as SharePoint).

2.10        Experience in project budgeting.

2.11        Experience in Oracle implementations.

2.12        Experience with DMV functions such as Motor Carrier IFTA, Vehicle Programs, Driver's License, etc.
